British Police Declare Taxi Explosion Outside Hospital a Terrorist Act

The police said they determined a blast in a taxi outside a Liverpool, England, women’s hospital was caused by an “improvised explosive device” assumed to have been built by the passenger, who was killed. Four men were arrested in association with the attack.
