E.U. Says It Will Finance Provision of Weapons to Ukraine

The European Union’s top official said that the bloc would “finance the purchase and delivery” of weapons and other equipment to Ukraine. She also announced new sanctions against Russia and Belarus, including a ban on Russian flights in E.U. airspace.
